It's easy to tell you tried to make Naga have fur, and even though it's cartoon-like, it works.
The picture in the background looks great, especially the mountain!
Korra's hair look great and so does most everything about her. The only problem I have is the ribbon. To me, it lacks depth. It looks like it's just .. there.
Naga's eyes look like she's squinting and she looks like she's mad or annoyed, but you could have put a gentle light on it to make her seem compassionate. Her right leg looks a bit off, in that it's slanted in.
You could have put some more shadows for Naga's and Korra's body.
Korra's right hand is not really doing anything. You could have put water, fire or earth there. I would suggest fire, though.
Since water is reflective, why not make Korra's left hand a little brighter?
Overall, it is a very beautiful piece! It is also very cute. I envy your cartoonist skills.
